THE BOTTOM LINE

The Contract Vehicle, the Requirements, and the Competition

This week's federal contracting intelligence reveals three developments that deserve attention from small-business owners, business development professionals, and capture managers.

First, the Army has identified its preferred acquisition vehicle for a significant information technology support requirement. Army Contracting Command determined that the Responsive Strategic Sourcing for Services, or RS3, vehicle is the appropriate mechanism for the Product Lead Acquisition, Logistics and Technology Enterprise Services IT support procurement.

That decision changes the competitive landscape. Companies already holding RS3 positions have a direct route to the eventual competition. Companies without access to RS3 need to evaluate whether a teaming or subcontracting relationship with a vehicle holder offers a realistic path to participation.

Second, a recent Government Accountability Office decision demonstrates how a contractor can lose a major opportunity because of a single personnel qualification.

In a Navy IT procurement, the selected proposal from BAE Systems carried a price of approximately $156.14 million. GAO upheld the Navy's determination that The MIL Corporation was technically unawardable because its proposed industrial production manager did not possess a mandatory master's degree and the solicitation did not permit an experience substitution for that position.

Third, several newly published Sources Sought notices provide contractors with opportunities to influence future acquisitions. These include VA information technology support, VA cemetery construction, Army Corps of Engineers facilities maintenance, Coast Guard ship repair, and specialized Air Force supply-chain analysis.

The important distinction is that most of these are not opportunities to submit proposals. They are market-research opportunities where agencies are determining who can perform the work, which businesses may qualify, whether set-asides are practical, and how the eventual acquisition should be structured.

The lesson this week: Understanding how the Government intends to buy is just as important as understanding what it intends to buy.
02 · Policy & Acquisition

ACQUISITION WATCH

GSA Multiple Award Schedule Refresh 33

GSA has issued Multiple Award Schedule Refresh 33. One particularly important change concerns Startup Springboard.

Under Refresh 33, Startup Springboard is available across all MAS Large Categories, but participation is limited to qualifying FASt Lane offers sponsored by a federal agency.

The program can allow qualifying companies with less than two years of relevant corporate experience to use alternative documentation when demonstrating financial responsibility and corporate experience. It is not an unrestricted shortcut into the GSA Schedule program.

Why This Matters: A company evaluating Startup Springboard needs to examine the current Refresh 33 requirements, FASt Lane eligibility, and agency-sponsorship requirement before developing its strategy.
Federal Gold Rush Action: Existing MAS contractors should review applicable mass modifications. Companies considering a MAS offer should work from the current solicitation—not from older articles, webinars, or guidance describing prior versions of Startup Springboard.

GAO Decision: A $156 Million Lesson in Proposal Compliance

GAO released its decision in The MIL Corporation, B-424664 and B-424664.2, on October 19.

The Navy conducted a SeaPort-NxG task-order competition for IT services supporting Naval Air Warfare Center Aircraft Division. BAE Systems Technology Solutions & Services was selected with a proposed price of $156,141,117.

MIL challenged multiple aspects of the evaluation. One issue proved decisive.

The solicitation required the proposed senior industrial production manager to hold a master's degree in an identified technical discipline. Although the solicitation permitted experience substitutions for some labor categories, it did not permit one for this position.

MIL proposed an individual with a bachelor's degree and more than four years of relevant experience. GAO concluded that the Navy reasonably found the offer technically unawardable.

Capture Action: Before submission, independently validate every proposed key person against the exact solicitation language. Do not merely review the resume. Create a requirement-by-requirement personnel compliance check.

FAR Overhaul: Comment Deadlines Have Passed

Four Revolutionary FAR Overhaul rulemaking packages carried an October 19, 2026 public-comment deadline: FAR Cases 2026-003, 2026-006, 2026-010, and 2026-011.

The passing of the comment deadline does not mean every proposed revision automatically became effective.

Action: Continue distinguishing among proposed regulatory changes, final FAR rules, and agency deviations already appearing in individual acquisitions.

OPPORTUNITY RADAR

Five Requirements Worth Investigating

These items were identified from federal procurement activity available through the October 25 research cutoff. A Sources Sought notice or RFI is market research—not a contract award and not a guarantee that a solicitation will follow.

1. VA — Veterans Canteen Service IT Support

Type
Sources Sought / RFI
Response Deadline
November 9, 2026 · 10:00 a.m. EST

VA's Veterans Canteen Service is conducting market research for enterprise IT support. The draft requirement covers areas including software sustainment and development, modernization, cybersecurity, DevOps-related support, operations, and associated program management.

The RFI contains an important instruction: Generic capability statements and marketing materials will not be accepted.

Responses are limited to 25 pages and must address the actual services in the draft Performance Work Statement. VA also requests information concerning existing government contract vehicles and socioeconomic status.

Capture Action: Do not send your standard capability statement. Build the response around the PWS and map relevant past performance, personnel, technical capabilities, contract vehicles, and certifications directly to the Government's stated requirements.

The National Cemetery Administration is conducting market research for general construction supporting expansion of Florence National Cemetery in South Carolina.

The contemplated work includes new burial crypt sections, additional columbarium niches, roads, grading, stormwater infrastructure, utility extensions, irrigation, landscaping, and associated construction.

The SAM classification identifies the notice as an SDVOSB set-aside. However, because this is still market research, contractors should continue monitoring the eventual solicitation and controlling acquisition documents rather than assuming every future term is settled.

Capture Action: Qualified SDVOSB construction firms should evaluate bonding, capacity, relevant civil-construction performance, subcontracting requirements, and whether the project requires teaming before the formal solicitation arrives.

3. Air Force — JWAC Supply Chain Support

Initial Response
November 3, 2026
Location
NSA Dahlgren, Virginia

The Air Force is conducting market research for specialized supply-chain support to the Joint Warfare Analysis Center. The contemplated work includes supply-chain analysis and modeling, customization of analytical tools and databases, network and infrastructure modeling, visualization, analytics, and supporting technical expertise.

This opportunity carries substantial security requirements. Interested vendors must possess a valid Top Secret Facility Security Clearance to review the classified requirement. Personnel supporting performance are expected to possess the required TS/SCI/SAP access at the start of performance.

The modeling software must also be capable of operating on classified networks such as JWICS, potentially without internet connectivity or access to external servers.

The acquisition uses a staged market-research process. The initial unclassified response schedule leads to a later classified review period, with final capability statements for qualified vendors due in November.

Capture Action: Facility clearance, cleared personnel, secure software architecture, and relevant analytical capability are threshold capture issues. Determine eligibility before investing significant BD resources.

04 · Competitive Positioning

RECOMPETE RADAR

Army IT Services: The Vehicle Decision Is the Signal

The Army's PL ALTESS Information Technology Services and Support requirement provides an important capture lesson. After an extended market-research process, the Government determined that RS3 is the appropriate acquisition vehicle for the requirement.

That matters because vehicle selection can remove companies from the prime competitive field before the RFP is ever released.

A contractor can possess outstanding IT capabilities and still lack a practical route to compete as prime if it does not hold the selected vehicle.

What Challengers Should Do: Confirm whether you hold RS3. If not, identify RS3 primes whose capabilities or workshare gaps align with yours and develop evidence that makes your company more valuable than another subcontractor.
05 · Small Business

SMALL BUSINESS WATCH

SBA Manufacturing Support for 8(a) and HUBZone-Eligible Firms

On October 19, SBA announced $9.5 million in awards to two tribal organizations through its Manufacturing in America Empower to Grow program.

The organizations will provide training and assistance aimed at employees of 8(a) and HUBZone-eligible small businesses in critical manufacturing industries. The initiative focuses on areas including workforce development, regulatory compliance, manufacturing capability, and competitiveness in government contracting.

Why This Matters: Certification should be treated as part of a broader competitive strategy—not as the strategy itself. Training, technical assistance, APEX Accelerators, SBA resources, and agency small-business offices can help firms build the operating capability necessary to perform after award.

06 · Market Movement

AWARDS & COMPETITOR MOVES

DHA Deployment Solutions — $300 Million Multiple-Award Field

Defense Health Agency published award notices concerning its Program Executive Office Defense Healthcare Management Systems Deployment Solutions vehicle.

Twelve companies were selected under the multiple-award IDIQ structure, including A Square Group, Accenture Federal Services, CACI, Deep Mile Networks, Deloitte Consulting, General Dynamics Information Technology, Great Hill Solutions, Kearney & Company, Leidos, Peraton, Planned Systems International, and Vista Global Solutions.

The contracts carry a combined ceiling of $300 million. The Government reported receiving 29 complete offers.

What To Watch: A multiple-award IDIQ award is not the end of competition. It creates the field for the next level of competition. Vehicle award data can become teaming intelligence.
07 · Practitioner Analysis

CLIFF'S TAKE

A pattern runs through nearly every story in this week's Brief.

The decisive issue is not simply what work the Government needs. It is the structure surrounding that requirement.

The Army selected RS3. The Navy enforced an exact key-personnel qualification. VA told contractors not to send generic capability statements. The Air Force requires both cleared organizations and secure technology. USACE and the Coast Guard are using market research to shape future acquisition decisions.

Those are not administrative details. They are capture intelligence.

Small companies often focus first on whether they can technically perform the work. That is necessary, but it is only the beginning.

Can we access the acquisition vehicle? Are we eligible? Can we prove every mandatory qualification? Do we understand the buyer's market-research questions? Do we have the security, past performance, capacity, and partners required to compete?

Federal capture is partly the discipline of discovering those answers early enough to act on them.

08 · Action List

WHAT I'D DO THIS WEEK

  1. Review your top five pursuits for acquisition-path risk. Identify the expected vehicle, set-aside, NAICS, security requirements, and likely prime/subcontracting path.
  2. Audit key personnel before the next proposal. Compare resumes against every mandatory degree, certification, experience, and clearance requirement.
  3. Find one relevant Sources Sought notice and respond correctly. Do not send a generic capability statement. Answer the Government's questions.
  4. Review your teaming strategy. For opportunities moving through vehicles you do not hold, identify primes before the task order is released.
  5. Separate facts from assumptions in your pipeline. Mark acquisition vehicle, set-aside, solicitation date, value, incumbent, and award timing as verified, estimated, or unknown.
Federal Gold Rush Field Note: That simple exercise will expose more capture risk than another week of searching for opportunities.

11 · Closing Perspective

FINAL WORD

The federal market sends signals long before many solicitations appear.

A vehicle decision. A Sources Sought notice. A draft PWS. A qualification requirement. An award announcement. A market-research question.

The companies that learn to interpret those signals have more time to decide where to compete, where to team, where to build capability, and where to walk away.

That is what market intelligence is supposed to do.

Not create more alerts. Create better decisions.
